The voluntary sector is not a surrogate for the state

Councils can and must show leadership to tackle the deep challenges of the years ahead – but a healthy and dynamic relationship with the local VCS also has a critical role to play, explains John Tizard.

Most community based voluntary organisations and charities (VCS) are both embedded in/from the same communities which local authorities serve. This is the case in every part of the country.

Hence, there is a strong impetus for local authorities and their local VCS to find common cause and to work in partnership for the benefit of these communities.
