Last week's long-overdue White Paper on adult social care contained some promising ideas, as well as one glaring omission.

The Government's acceptance, in principle, of the idea of capping social care costs for individuals, as proposed in the Dilnot report, is welcome. If implemented, it will bring some much-needed security to people who otherwise face losing their life savings to cover the spiralling costs of care.
