Lords have urged the Government to ditch its ‘short-sighted' approach to house building, ‘empower' local authorities and devolve greater fiscal freedom.

A report from the cross-party national policy for the built environment committee warned England would be unable to deliver the necessary ‘step-change' on housing without handing councils greater financial flexibility.
