A former Chartered Institute of Public Finance and Accountancy chief has backed a call for allocations of funding to be handled by an independent body. 

In a submission ahead of this month's Budget, the Special Interest Group of Municipal Authorities argued ministers should be stripped off their role so that politics could be taken out of distribution.
