York City Council must pay tens of thousands of pounds of legal costs after sign-off on its 2013/14 accounts was delayed by a year.

External auditors Mazars closed the 2013/14 books last week after investigating an allegation that the accounts were ‘unlawful' thanks to fines collected from drivers on two local traffic schemes.
