Growing public awareness is an important step in galvanising action

By all accounts, budget-setting season has been grim. Just 12 months ago the prevailing narrative was that struggling authorities had themselves to blame, tainted by financial mismanagement, poor governance or worse. But those days are gone.

We face a sector-wide crisis characterised not by individual failure, but the inadequacies of a funding system that doesn’t adequately recognise need.
