Havering LBC could become the first council to issue a section 114 notice in 2024, after its leader said a ‘disappointing' finance settlement left him little wiggle room.

As much of the local government sector prepares for a short Christmas break, Ray Morgan, leader of Havering, warned more councils are likely to issue effective bankruptcy notices next year as they struggle to cope with soaring costs and service demand.
