The challenges facing the public sector in England are well documented with a fundamental dilemma of managing the increasing demand for services alongside reduced central government funding.

The recent referendum on independence for Scotland has increased awareness and debate about greater devolution of resources and decision-making in England with the key question raised; to what level devolution should happen and what actually should be devolved.

The District Councils Network believes that this should not be a cue for yet another exhaustive debate regarding reorganising structures.
