Questions have been raised over the impact of Labour proposals to enable councils to buy land at knock-down prices.
Proposed legislation under a Labour Government would allow councils to buy land at its agricultural value using Compulsory Purchase Orders (CPOs) rather than including so-called hope value factoring in future development.
