Birmingham City Council’s announcement this month that it was issuing a section 114 notice felt a bit like déjà-vu at the County Councils’ Network (CCN).
The media’s attention soon turned to speculation on who could be next, much like when Northamptonshire CC issued a s114 notice back in 2018 – the last local authority of comparable size to Birmingham to do so.
