Simon Edwards says that while deprivation is an important indicator of need, as the CCN's chairman Tim Oliver told delegates at last week's conference, it is not the main driver of councils' costs,nor is it the key measure of financial distress.
Last week's County Councils' Network (CCN) Annual Conference was another excellent event and, from my chats with delegates, there were three words on councillors' lips: distribution, devolution and reorganisation.
This follows the Government's Budget, which announced £1.3bn for local government.
