Thresholds for vulnerable children seeking care are creeping up, flying in the face of efforts to act early, social workers have warned.

Concerns that stretched children's services departments are storing up problems for the future are mounting after 70% of social workers surveyed claimed thresholds for qualifying as a ‘child in need' had risen in the last three years.
