Councils will always be at the mercy of Whitehall without proper fiscal freedoms, a senior MP has warned.

Councils will always be at the mercy of Whitehall without proper fiscal freedoms, a senior MP has warned. 

Communities secretary Greg Clark has promised to compensate local authorities in full after the chancellor announced in his Budget that small business rate relief would be made permanent.
