Beware of 'super' combined authorities

Rolling out ‘super’ combined authorities across the country, one option being considered by the Government, is not the pragmatic approach it would at first seem, says Andrew Carter.

Reforming local government to put local economies first should be the number one priority for the forthcoming English Devolution White Paper.

With mayoral combined authorities now in place in most of England's big cities, the UK has solved one big problem by creating a decision-making institution to govern the local economy across a whole city region.
