Birmingham City Council has mooted retaining ownership of its children’s services trust despite ongoing concerns about the pace of change and reducing staff turnover.

Birmingham City Council has mooted retaining ownership of its children's services trust despite ongoing concerns about the pace of change and reducing staff turnover.

A report to the council's cabinet favour's ‘on balance' the formation of a wholly-owned company (WOC) – such as Kingston and Richmond upon Thames RLBCs' Achieving for Children – as opposed to a mutual.
