Significant risks and challenges remain in relation to the scale and speed of Birmingham City Council's improvement programme, a letter to the communities secretary has revealed.

The Birmingham Independent Improvement Panel, which was set up in the wake of Lord Kerslake's damning report last year, wrote to Greg Clark to voice concerns over the pace of progress in developing a city partnership and an agreed vision for the city.
