George Osborne's new Northern Powerhouse Partnership is focused on the ‘same old obsessions' and offers nothing new for devolution, a Local Government Association deputy chair has claimed.  

The think-tank, which was launched by the former chancellor to promote his economic growth agenda for the north, is made up of business leaders and politicians.
