A council is expected to overhaul its anti-bullying procedures after accusations of officers exerting controlling behaviour over members.

East Riding of Yorkshire Council's new policy, which will be discussed by councillors later this month, will lay down a ‘zero-tolerance approach to bullying, harassment, victimisation and discrimination'.
