In the aftermath of the Dominic Raab bullying report and resignation, senior Conservatives are complaining that ministers are frustrated by their senior civil servants and that the relationship would be improved if ministers appointed their own senior civil servants.

They presumably want to appoint people more ideologically in tune, and less likely to point out the weaknesses in a business case. It would appear that in politics whether central government or local government the most robust business case does not always win the argument.
