For a chief executive to run one of the UK's capital cities is a career highlight, but for Andrew Kerr, he is on his second one. The new chief executive of Edinburgh City Council has already taken on the top job at Cardiff City Council – as well as North Tyneside Council and, most recently, Cornwall Council.
