Before his election in 2017, one of Greater Manchester Mayor Andy Burnham's key manifesto pledges was the establishment of a Good Employment Charter.

This commitment recognised that, despite our city region's underlying economic strengths, there were significant issues with the quality of work experienced by many employees. We know many people in Greater Manchester are in low-paid and insecure roles, sometimes on zero hours contracts, and more than a fifth of jobs in the city region pay less than the real Living Wage.
