Salary Scales

(inclusive of additional incremental performance payment)

The Northern Ireland Executive is delivering the most fundamental reform of local government in Northern Ireland since 1972. The reform programme will see the reduction of 26 unitary councils to 11.

In addition to covering a larger geographic area and serving a bigger population base, each new council will also deliver significant new functions, including a range of service delivery functions transferring from Northern Ireland Executive departments and other public bodies. Moreover, the 11 councils will operate within a new statutory governance, ethical standards and performance management framework.

This provides one of the most exciting and challenging career opportunities in the Northern Ireland public sector in recent years. The new Chief Executives will play a pivotal role in helping elected representatives create the 11 new organisations and position the elected representatives in those councils to influence and shape the future well-being and prosperity of their local communities.

Each council needs an experienced individual who will relish this complex role and who has the strategic leadership qualities to effectively develop a new organisation and council area to their full potential.

A fresh vision and strategic direction for local government will be essential to implement continued improvement; utilising best practice, motivating a multi-disciplined workforce, and engaging elected representatives and the public.

These transformational changes will occur within a new governance regime and must provide value for money for ratepayers, citizens, business and visitors alike.

We wish to recruit Chief Executives for the following 10 new council areas:

Armagh, Banbridgeand Craigavon District

Newry, Mourne and Down District

>> £95K-£110K

Antrim and Newtownabbey District

Causeway Coast and Glens District

Derry and Strabane District

Fermanagh and Omagh District

Lisburn and Castlereagh District

Mid and East Antrim District

Mid Ulster District

North Down and Ards District

Separately and at a later date we will move to recruit a new Chief Executive to Belfast District. Appointments will initially be made by Statutory Transition Committees in advance of the creation of thenew councils in 2014. These new councils will then operate in shadow form alongside the current 26, before taking up their full range of responsibilities in April 2015.
