Cities need to ‘channel the spirit' of Joseph Chamberlain' and ‘take back control' following the EU referendum, according to devolution consultant Ben Lucas. 

Writing about the new government, Mr Lucas argued cities needed to develop ‘bigger, bolder and more imaginative ideas on growth and social reform'.
