Cities have ‘gone backwards' towards a centralising tendency in response to COVID-19 and in relation to the proposals in the Planning White Paper, says Mayor of Greater Manchester Andy Burnham.

The time has now come ‘to put substance behind levelling up – it's now a real crisis because the north is being actively levelled down right now', Mr Burham added.
