Devolution of powers to smaller, faster-growing cities is being overlooked in favour of larger, poorer areas, a report says.

Think-tank ResPublica has suggested the 26 Key Cities, which make up 11 per cent of the UK economy, have ‘unique strengths' that could help transform the economy.
