As the sector moves towards a world of greater local powers, the Department for Communities and Local Government (DCLG) will become more of a ‘negotiating partner' with local government, Greg Clark has said. 

The communities secretary said there would be changes to the role of the DCLG because there would be less need and less ability to enforce initiatives on local government.
