Clark: four-year deal should spark reserves raids

Communities secretary Greg Clark suggested that the four-year settlement offered to authorities meant councils should start to use their reserves. 

Addressing the Local Government Association's (LGA) finance conference today, Mr Clark acknowledged that the nature of short-term planning had previously meant keeping hold of reserves was necessary, but said he hoped the introduction of the longer settlement would change this.
