Greg Clark has allayed concerns that councils would not spend revenues raised from the 2% precept on adult social care. 

Former Labour leadership contender Liz Kendall grilled the communities secretary on details of the tax precept yesterday, asking how the Department for Communities and Local Government planned to monitor how the money would be spent.
