A ‘core offer' of devolution should be granted to local government as a matter of principle to avoid fracturing the nation, Essex CC's leader has urged. 

In a letter to communities secretary Sajid Javid, Cllr David Finch reiterated Essex's long-standing ambition for devolution but warned the negotiation process and ‘uncertainty' over elected mayors was hindering progress in county areas.
