That complex conversation with business

The support of the business voice in helping secure some of 'our more ambitious asks around fiscal devolution' will never be unconditional, says John O'Brien.

The dialogue between councils and their local businesses can sometimes be a mixed one. Councils across the country have a proud record of working closely with business partners to shape local places, drive growth and employment opportunities and help communities share greater prosperity.

On the surface, the move to having a greater proportion of council services funded through business rates growth could further reinforce that strategic relationship. And yet, that policy development can also add to the complexity of the conversation.
