A children's charity has claimed early years services are being ‘hollowed out, fragmented and cut' after a survey revealed half of Conservative councillors disagreed with government funding cuts.

More than half of Conservative councillors blamed government cuts for the worsening state of children's services, an Action for Children survey revealed.
