Jeremy Corbyn has placed social housing at the heart of his plans to establish a brand of ‘municipal socialism for the 21st century'. 

In his speech to the Labour conference today, the leader pledged to scrap the ‘artificial' local borrowing cap and allow councils to borrow against their housing stock.
