The South Norfolk DC boss has described council tax support schemes as a ‘transfer of risk' from central to local government. 

Speaking at a work and pensions committee inquiry into the local welfare safety net, Cllr John Fuller, who is also vice chair of the Local Government Association's (LGA) resources board, said: ‘That transfer of risk - while we may be sort of OK this year - is an additional burden.'
