A council will have to ‘tip over' before ministers take notice, one local authority chief executive has warned as local government verges on ‘boiling point'.

Another council boss hinted financial collapse was imminent in a response to a Zurich Municipal survey, published today, saying the authority had ‘explored every angle possible to prevent a Section 114'.
