Three councils have cautioned against sticking to ‘arbitrary' county borders in local government reorganisation.

Leaders of Lancaster City Council, South Lakeland DC and Barrow BC have written a joint letter to local government secretary Robert Jenrick to consider cross-county options in any devolution deal or reorganisation.
