Four councils have joined a two-year project aimed at coming up with a methodology for calculating and planning for preventive spending.

Merton LBC is the first council to start taking part in the study, being carried out by the Chartered Institute of Public Finance and Accountancy (CIPFA) and supported by the charity the Health Foundation. It will be joined by Three Rivers DC and West Berkshire and Wigan councils early next year.
