MPs and heritage groups have called for councils to be given more powers after claims developers could delay projects on brownfield sites to gain access to more profitable green belt land.

In its national planning policy framework (NPPF), the Government outlined its ambition for 90% of brownfield land suitable for housing to have planning permission by 2020.
