Councils that keep reserves low are being ‘punished' as the sector is told it must now use them to ‘smooth the transition' to rates retention.

The Department for Communities and Local Government (DCLG) last year told councils they should ‘play their part in tackling the deficit' by lowering their unallocated funds.
