Councils are jumping out of the ‘frying pan' of austerity into the ‘fire' of commercialism, insurers have warned.

A Zurich Municipal report, which compiled the views of council chief executives, found council bosses were increasingly torn between their moral purpose as public servants and the need to commercialise to balance the books.
