Councils teetering on the brink of financial collapse are torn over whether to reject the Government's offer of a four-year settlement ahead of tomorrow's deadline.

Estimates of the proportion of councils that will accept the offer have ranged wildly in the past few weeks from ‘low' to ‘in the upper quartile'.
