Councils are quietly confident of defeating NHS trusts' claim for mandatory business rates relief if they bring an expected judicial review, The MJ understands.

More than 100 councils have signed up to fund a joint defence against the trusts' claim they are charities and should therefore be exempted from paying business rates, a move which has angered local government.
