Counting the cost of Defra's waste plans

A plethora of issues affecting districts keeps emerging from Whitehall, says Ian Miller - but making it easier for those with two homes to know which bin to use is not a sensible basis for policy development.

A rich stream of issues affecting district councils continues to flow from Whitehall. Some were ‘planned' actions, such as grants for high street community clean-ups announced on 18 March with the expectation of spending them in 13 days. Brexit could fill this column several times.

District councils are doing their best in difficult circumstances to prepare, including for possible EU elections on 23 May.
