The boss of a council praised for having a ‘clear vision' has labelled plans to reduce the number of Welsh local authorities a ‘big distraction'.

Swansea Council has ‘established a strong track record for managing its budget' and had ‘developed comprehensive arrangements for managing future financial challenges,' the Wales Audit Office said last week.
