The country's most senior care director has rebuked attempts to penalise cash-strapped councils over delayed transfers of care (DTOC).

As the NHS continues to levy fines for failing to meet DTOC targets and the Government threatens interventions, Margaret Willcox, president of the Association of Directors of Adult Social Services (ADASS), said it was ‘frankly bizarre' that authorities should face further sanctions.
