The devolution agenda is gathering speed, with deals expected to get the go ahead this week for two more ‘Northern Powerhouse' bids and a further two counties. 

While details are yet to emerge, the Combined Authority's bid included a call for fiscal devolution to help stay competitive with Scotland, public service reform and devolved initiatives on employment and skills.
