Devolution to city regions and counties could suppress localism, a think-tank has warned.

A report by the Royal Society for the Encouragement of Arts, Manufactures and Commerce (RSA) warned scaling up geographies and consolidating budgets ‘could create risks in terms of citizen trust and engagement'.
