Newcastle council leader Nick Forbes has insisted devolution should deliver social justice following the announcement of £100m cuts which could hit the elderly and the vulnerable.

Cllr Forbes told Newcastle City Council's state of the city panel that their bid for a substantial devolution package is nearing its final stages.
