Devolution responsibilities must be funded 'outside business rates system'

Senior councillors have called for responsibilities handed down through devolution deals to be funded outside of the reformed business rates system.

Speaking at a Local Government Association (LGA) executive meeting today, chair of the resources board, Cllr Claire Kober, said that powers negotiated by combined authorities should be funded separately.
