Local government is poised for the arrival of the English Devolution Bill announced in the King's Speech. It will be prefaced by a white paper, and the Bill promises to move power out of Westminster and back to those who know their places best.

According to Whitehall, the Bill will give local leaders the tools they need to drive growth by making devolution the default setting.
