Local government needs a performance framework for the corporate core ‘golden triangle', the president of the Public Services People Managers' Association (PPMA) has said.

Pam Parkes said the head of paid service, section 151 officer and monitoring officer sat at the heart of every council and were vital ‘yet our expectations of how they function as a team remain vague'.
